Policies
- The OCS and FINS programs will refer consumers to the FSC who are identified as at-risk for experiencing low to moderate harm within the family system.
- Low to moderate risk cases are defined as any non-crisis referral where risk of harm to the consumer is not considered high (consumer is not considered homicidal, suicidal or gravely disabled).
- LA law requires a consumer's right to confidentiality. All written and oral information regarding NSU-FSC consumers must be registered as confidential and must be safeguarded to protect the rights of the consumers and their families.
- A referral form must also be received for the Head of Household of each child referred for services.
- A staffing is a scheduled meeting with the referring caseworker and FSC staff to discuss the case referral.
- If substance abuse is a presenting issue, the consumer must be actively engaged in substance abuse treatment and/or agree to participate in treatment before FSC services will be initiated.
- The referring OCS caseworker must have referred the consumer to the NSU-Family Resource Center's Parenting-In-Home Prevention program if parenting is a presenting issue and/or the consumer meets the FRC requirements.
- A crisis referral is an unplanned, unforeseen event for which the family / consumer lacks resources to address and which places the family members of concern at substantial risk of not maintaining the safety, permanency and well-being of the child(ren) in the home.
- The NSU-FSC will subcontract services with qualified professionals to secure the provision of accessible services to consumers.
- Local qualified professionals will be secured and utilized first to provide accessible services and eliminate potential transportation issues for consumers.
- In adherence to the Children's Code, program staff and subcontracting staff
are designated as mandatory reporters and are required by LA law to report all
suspected cases of child abuse and neglect. Children's Code link
