Tobacco Free Campus Policy Proposal

RE: Tobacco Free Campus Policy Proposal
Thank you for soliciting our input regarding this matter. There seem to be some inconstancies and a lack of clarity regarding the definitions of the phases. However, in general, USAC does support tobacco use restrictions in the form of a ban on campus, with the exception of distant designated smoking areas such as parking lots. We feel this will respect the rights of our non-smoking and smoking constituents.
We did note that there were no clear means of enforcement explained in the proposal. While we recognize that formal enforcement might not be realistic or practical, we strongly recommend that this issue be addressed and planned for more effectively.
We also recommend that some effort, such as a positive education/marketing campaign about the phases and designated areas, be made to encourage all people to take responsibility for implementation of the policy.
