Board of Regents Memo FY 2025-26 Funding Cycle
Board of Regents Forms: -The LA Board of Regents (BoR) Research Competitiveness Subprogram (RCS) will be available for the 2025-26 funding cycle. This proposal is due October 17th, 2025, to the BOR.
–Notice of Intent (DUE TO ORSP SEPTEMBER 4TH, DUE TO BOR SEPTEMBER 11TH) : A Notice of Intent is required for all RCS proposals, which will need to be internally routed through your chain of command (i.e., Department Head, Dean, and Vice Provost) and approved by the Office of Research and Sponsored Programs before submitting it to the BoR. Because the Notice of Intent has much less information than a full proposal, the ORSP has developed a revised Internal Routing form specifically for the BoR Notice of Intent. –Internal Review (formerly White Paper) (DUE TO ORSP SEPTEMBER 11TH): The BoR requires an internal review of each proposal submitted by an institution. In the past, faculty who wanted to submit a BoR proposal would send a document called a White Paper to ORSP. The White Paper included information about the proposal and was used by the internal screening committee to review each proposal. Because only the RCS program is available this year, the document you used for the Notice of Intent with a detailed budget and justification will be used by the Internal Screening Committee (ISC) to evaluate each proposal. The new Internal Review forms must be approved by your chain of command.

Questions? Nicholls State University faculty members should direct questions about these programs to Mikenzi Parrish or Quenton Fontenot. The Board of Regents has a very small staff and cannot handle individual questions from all higher education institutions statewide. If it is necessary to pose official questions to the Board, those should be directed through the Office of Research first.
Research Competitiveness Subprogram (RCS)
The specific objective of the RCS is to solicit research proposals designed to build and strengthen the fundamental research base and competitiveness of Louisiana’s universities. The proposed research must include fundamental (basic) research contributions rather than simply the application of existing knowledge. No applicant may seek more than a total of $200,000 over a three-year period. The RCS is a stimulus program directed only toward those researchers who are at the threshold of becoming competitive on a consistent basis in the Federal R & D marketplace and who–with some assistance from the Support Fund to implement their plans to overcome whatever barriers they have identified which have stood in their way–clearly have a strong potential for enhancing their competitive status within a limited time span. Junior researchers at the threshold of becoming competitive will be given priority over senior researchers who are changing research fields. The objective of the RCS one-year research component is to stimulate and support faculty on a limited basis in their exploration of novel science and engineering research leading to near-term federal support. The RCS One-year research component provides short-term pilot awards for both tenured and tenure-track faculty.
